To inculcate values amongst trainees that would strengthen their sense of commitment.
To encourage trainees to regularly review their training needs and requirements and to provide ways & means of meeting these needs & requirements.
To increase job satisfaction & facilitate career progression.
To provide opportunities to trainees for easy adaptation to changing roles, duties, & responsibilities.

Functions & Activities
Meghalaya Administrative Training Institute is the Apex Training Institute of the Government of Meghalaya . It was established in 1990 to provide institutional training facilities to State Civil Service Officers and Secretariat Assistants.
Activities of the Institute
To conduct training need analysis
To design training programmes.
To develop, prepare and update training modules and materials.
To internally validate the training course to improve training.
To prepare category-wise training development plans To conduct external validation.
To continuously update the training methodology to make it effective.
To adhere to the concept of Systematic Approach to Training.
To conduct foundation courses for State Civil Service Officers and other departmental officials for Meghalaya and the other North-eastern States.
To conduct orientation and refresher courses in Financial Management, Office Procedures, Development Administration, Personal Development, Project Formulation, Legal Awareness, Computer Applications, etc.
To provide induction courses annually for Indian Administrative Service, Indian Forest Service during attachment or a stand alone programme.
To conduct courses sponsored by the Government of India on State Category Training Programmes, Access to information, Human Rights, Gender Issues, Hospital Administration, etc.
